Image packs

Hi, I have a small question about downloading image packs. I have Adobe Photoshop 6, so usually if I download brushes, I have to download the PSP brushes and convert it to .abr. Now, onto my question. When I'm downloading an image pack, where do I save it to? Is it just the folder that it's intended for (as in, texture image pack goes into the texture folder)? It seems every time I do that, the files are turned into .png, and I cannot use them in Photoshop. Help?
