this tutorial works best on 'glossy', colourful pictures. if the colours on yours are rather flat, you could mess around with a copy of the base set on 'overlay'.
001. first off, i cropped &resized the base.
this is the time to do any sharpening/ blurring you want.
if you don't know how, there are loads of tutorials in the memories about preparing bases.
that leaves me with;

002. duplicate the base, &set the layer to 'overlay'.
the colours should look very bright, don't worry!

003. select the background layer, so it is active.
desaturate the layer [hold down; shift + ctrl + u]

your image may look a lot brighter than this.
it totally depends on the lighting in the orignal photo.
004. now, we wanna play with the brightness of the desaturated layer.
go to image > adjustments > brightness/ contrast

005. these were my settings;

play around with what you think works best.
006. make a new layer above the other two. fill with #000B3A, &set to exclusion.

007. flatten the image, add a border if you want, &you're done.
