My first tutorial. It was done in PSP7, can be converted to others, I would think.
First off, take your starting image & crop it to 100x100. The starting image was too big to post, so we`ll just start with the 100x100 :

Make sure your image is in b&w. :)
Next, add a new fill layer @ Screen//42. The colour should be 0B2B57, or this :

Your image should now look very similar to :

Next, add this wonderful light texture @ Dodge//31. [i`m not sure who made this. :\] :

Now, your icon should look like :

Now, this step can be bypassed, but I always like doing this. Sharpen her eyes, & whatever else you find needs to be. I did the eyes only :

Now, add a new fill layer @ saturation//44. The colour should be F5EFBF, or :

& that`s it! You`re finished! Your icon should look very similar to :

You can always mess with the opacity & stuff. I`d like to see what you created by using this tutorial, if you do!
