Alyssa Milano Tutorial
Here's my first tutorial! I use PSP 9 but I'm sure it's translatable. ^_^ Basic knowledge of PSP is required.
This to
First we start off with this image of Alyssa Milano (click it to get a larger version). Crop, resize, and adjust to your liking.
I sharpened the image once, softened the skin in her face a little, and sharpened her eyes, lips and hair. Then I went to Adjust > Automatic Saturation Enhancement and selected Normal, Normal, and Skin Tones Present.
We get:

Then we add a new layer and fill it with color #00002c and set to Exclusion.
We get:

Next we add another new layer and fill it with color #ba9264 and set it to Multiply with 70% opacity.
We get:

Now we sharpen the lips, eyes, and hair using the Sharpen Brush.
We get:

Another new layer, this time a gold gradient ( a default one in PSP ), and set it to Screen.
We get:

Now we add another new layer, this time a light texture by
colorfilter. 
We get:

Now we add one final layer settings Luminance (Legacy) at 85% opacity, and add the text to it. All done!
We end up with:
