animated icon in jpg format

I have a question. I've tried the memories, but I can't find anything to really help me.
I found this animated icon (see it HERE) but it is in jpg format. Also, it's waaaaaay too big for uploading to lj - 182 freaking kb! - so I'd like to make it smaller
However, I didn't make this icon (and if anyone out there recognises it, I'd love to know who did) so I have nothing to work with
I have adobe image ready, but I can't even open this file in IR to work with it.
Soooo.....does anyone have any advice? Any idea what I need to do to this icon to make it 40 kb? That's all I want to do. That's it. :D
