Ok, we're going from to

1. Crop and resize

2. Sharpen picture. And then soften skin(avoid eyes and mouth)
{Sharpened}
{Softened skin}

3. Duplicate the base twice. Set the first duplicate(closest to the base) to Screen at 64% opacity. Set the second duplicate to Soft Light 100% opacity.

(It should look similar to this. you might have to change the opacity to your layers differently than mine)

4. Make a new layer and flood fill with #00dde1. Set to Burn at around 54% opacity.

5. Make a new layer and use this brush in white. Set layer to Soft Light at 26% opacity.

6. Make a new layer and use this brush in white. Leave at Normal, 100% opacity.

7. Make a new layer and use this brush in white. Set at Normal 80% opacity

and.....

 VOILA! ain't it perdy??!
