Today kiddo's we're gonna be making this
I used Photoshop CS, but i'm sure you can use other programs.
I'm new to the whole Photoshop icon making thing, and this is my first tutorial, so just let me know if theres any mistakes.
OK, first off we start with this rather nice image of Kiefer Sutherland, from Kiefer-rocks.com

and crop it to the size we want (100x100)

*OK, now we go to Filter>sharpen>sharpen
*Then image>mode and tick RGB colour
*Then this is the dodgy bit, select the Lasso tool, and go round his eye. I set the feather option to 2 px.
*Next go to Image>adjustment>Auto level
*Image>Adjustment>Auto contrast
*Image>Adjustment>Colour balance.
I set it to -100, -16 and +30, but you can choose you're own colour if
you want. Then I went to
Image>Adjustmet>Brightness/contrast and set the contarst to +30,
but that's also up to you.
It now looks like this

*Now Select>deselect

OK, new layer and I got this base from
dearest

*Blend mode: Lighten, and I erased the bit covering his eye
*flatten the image
and we're done, hope that's OK
