In this tutorial you learn how to go from this
to this
using Photoshop CS. (This is my first tutorial. I'm happy about feedback of any kind.)
This is my first ever tutorial. It's pretty easy I just like the effect.
I took this Lost promo picture of Ian Somerhalder as a base.

You crop the picture in the way you think it looks good. This is our base:

Second step is to dublicate the Ian layer. Layer --> dublicate. Set the second Ian layer on Overlay. Now our icon looks like this:

Now we begin to create the grungy effect. Create a new layer (Layer + New + Layer or press Shift+Crtl+N). Fill it with a greyish brown color. I chose #847358. Set the color layer on Multiply.

It begins to look the way we want it. Dublicate the color layer and set on Soft Light.

Lovely but too dark. Create a new layer, fill with white and set on Soft Light. In my case, the icon was still too dark. So you dublicate the white layer and as well set on Soft Light.

Well, almost finished. It looked a bit empty so I added some brushes. (I seriously don’t remember where I got them so I can’t credit anybody sorry.)
This is how our finished icon looks.

In case anyone had any problem, here’s a pic of the icon’s layer box. Layer 4 is the brushes layer.
