A couple people have asked me how I do bright coloring, like this icon here:
So I'm gonna show you, and it's super easy. I use Photoshop 7.0, and I'm sure these can be translated to PSP. I tend to be bad at explaining things, so hopefully this will be easy to follow. This can't be used for everything, so you will have to play around to find out what you like.
