Im using Photoshop 7. But im sure you can figure it out on ne other program:)
1. Crop your picture to 100x100
2. Sharpen it once
3. Duplicate Layer (Layer-duplicate). Set this to Soft Light
4. Texture time!!
made by...? I think its xanifrutsel? (comment and tell me! sorry!)
5. Set that to Soft Light 60% opacity
6. Image should be of sort
7. Texture again! woooot!

8. ANOTHER TEXTURE!

colorfilter This one is set to DARKEN opacity 51%. You may rotate it around to fit your fancy.
9. Image looks something like this:

10. yes are last texture. im a texture fiend!
which for the life of me can't remember who made it. so please comment and credit will be given :)
this is set to Soft Light.
11. Go to your base, duplicate that and send it to the top. Set the base to Soft Light.
OPTIONAL
Add a new layer over that and add some text :). The brush I used...my memory has fleed...comment and credit will be given :)
12. You can go ahead to your first duplicated base (at the bottom) and soften her face by using the blur tool. Don't go over her features, though. (if you want)
13. The top duplicated base picture, use the lasso tool and outline her eyes. Sharpen it once. Then outline her lips, sharpen those twice. It adds a soft glow :)
