I'm very new to icon making, but I'm working on an icon for a friend. I have an icon (see the one I'm using for this post) that I got a LOOONG time ago, I don't remember who made it originally. My friend wants the shimmer/twinkle effect that goes around the word "dream." Can you tell me how I can do this effect? ^_^ I'm using Paintshop Pro 8.0.
