A question on distorted pixels

Does anyone have any techniques for getting rid of really bad distorted pixels on screencaps? I paint over them mostly but that's very time consuming when all I want to make is an icon. And shrinking them down doesn't help since the image still seem really jagged. I'm using PSP9 by the way. Here is an example.
