Skin color from b&w...

Someone posted......a looong while back...a tutorial on how to make a very realistic color photo from a black and white photo. I think the example picture that she used was Britney Spears? It involved using Color Balance. Um...I can't find it in the memories, and was wondering if anyone could link me to it, and/or have any other suggestions/tutorials for...accurate coloring of skin/people from b&w photos, because...while I can get...skin to look right, I can't get....faces to have...realistic coloring.

Example would be here. The face...just looks like it needs....more colors or something, but he looks...orange. And yeah.

[Edit] Also, is there a way to improve the picture quality? The picture was scanned at 600dpi from a newspaper clipping! -.- So yeah.
