How to go from

in photoshop CS (can be used in PSP)
1) Sharpen if you need to. Duplicate the base twice. Set the bottom layer to screen 100% and the top one to soft light 100%.

2) Make a new layer and fill with #03192B. Set to exclusion 80%. I did not like how it was making the sky gray, so I erased out that part.


3) Make a new layer and fill with this gradient
. Set to luminosity 10%.

4) Make a new layer and fill with this texture
. Set to overlay 30%.

5) Duplicate the base and drag it to the top. Set to soft light 50%.

6) Make a new layer and fill with this texture
. Set to screen 50%.

7) Make a new layer and fill with #F2CFAE. Set to darken 100%.

8) The skin looks a little bit red. Make a new layer and fill with #B69B71. Set to color 100%. I did not like how it was effecting the blue parts so I erased that part out.

9) Make a new layer and fill with this light texture
. Set to lighten 5%.

10) Make a new layer. Stamp on this text brush
. Use #2A1F22 and set to linear burn 80%.
11) Make a new layer. Stamp on this border
Set to linear burn 40%.

Your layer palette should look like this:
