Sparkly eyes [PSP7!!]

OK, I'M VERY ANNOYING! i'm aware! lol, But i desprately want to know how to. A very clear explination on how to make sparkly/pretty eyes using PSP7. I found the rectangular,ellipse tool But I get lost in the next step. Can anyone tell me how? A very clear explination please?
