Does anybody know how to get this type of light but matt effect on the icons behind the cut please?

I use PSP7 but can easily translate guidance into Photoshop or other PSP editions. I'm sorry if this is covered in the memories somewhere, I looked but I honestly have no idea what I'm looking for :/
