Open up your image, resize it and crop it. Brighten it up, I did Brightness +31 and Contrast +32 and hit OK.
It should now start looking like this.
Now duplicate the image and go to Filter; Blur; Gaussian Blur, make it a Radius of of 2.8. Now change the Opacity to 50. Flatten it, duplicate it again, and use this gradient.
And set it to pin light, with an Opacity of 58. Duplicate the base, and set it to Linear Dodge at 100. Now I added some textures from www.ofthesky.net.
Set it to overlay at 100 Opacity.
The picture should start looking something like this:
Now add this:
Set it to pin light, at 100 Opacity.
Now:

And set it to soft light at 100. Now I flatten it; I played with the Brightness/Contrast and got it how I liked it. I added text and that's it! I hope it wasn't hard to understand. I used Photoshop 7.0 :)
