touching up poor quality images in PS7

I've seen quite a few tutorials on touching up poor quality images to make bases, but I don't think I've ever seen one that deals with anime screencaps, or for any kind of image taken from an animation. I did this one quickly this morning. Pretty easy...for PS7. Going from:
