I think it should be translatable, I'm not really sure. This is my first tutorial, be gentle.
We're going to go from this
to this 
Step 1 --> Start off with your base. I chose a picture of Sienna Miller from Getty, cropped and resized it.

Step 2 --> Using the Retouch tool, smooth out her face and the background. After you've smoothed her face to your satisfaction, switch the settings of the tool to 'Sharpen' and go over her eyes and hair

Step 3 --> Duplicate your base, paste it as a new layer and set it to 'Screen' at 100% opacity.

Step 4 --> Merge layers to create your new base. Important step ^_*
Step 5 --> Copy and paste the base into a new document, then go to COLORS>GREYSCALE

Step 6 --> Paste the image as a new layer, set to 'Soft Light' at 100% opacity.

Merge your layers.
Step 7 --> Paste the following starlight gradient, by (I think)
filippinos_rule, as a new layer and set it to 'Screen' at 100% opacity. Also, go to IMAGE>MIRROR to move the gradient so it's not covering her face.

Should look like this:

Step 8 --> Paste the following gradient (I don't know who did this one) as a new layer and set it to 'Screen' at 100% opacity.

Should look like this:

Step 9 --> Copy the base, paste it as a new layer and set it to 'Soft Light' at 100% opacity

Step 10 --> Create a new raster layer, set to Normal at 100% opacity and add a tiny text brush of your choosing. I chose one by (I think)
