1.STEP
Crop and resize your pic,but don`t make it much smaller than 79x71 pixels,or it will be too small for the "frame".I chose this one of Wolfsheim`s Peter Heppner:
2.STEP
Sharpen it if necessary.I sharpened only his eyes and mouth a little.
3.STEP
Create a new 100x100 image and paste over it this base by
dearest
4.STEP
Mirror it(if you like) and erase everything inside the white "picture frame".Then paste your resized pic underneath it.
5.STEP
Duplicate your picture layer twice and set the first copy to Screen at about 42% and the second to Soft Light at about 56% opacity.
6.STEP
Create a new layer above the Soft Light layer, flood fill it with a dull orange colour
(#D19B67) and set it to Burn at about 10% opacity.
7.STEP
Create two new layers above your top layer and apply this brush
(sorry,can`t remember who made it) on the first,and these two brushes 
by Hybrid Genesis.net on the second layer.I erased the top ornament of the second brush becauseI didn`t like how it covered part of his hair.
8.STEP
Finally,add some text in 7pt Augustus and you´re done :D
