Is it possible to recerate this look?

Would it be possible, to achieve this look: http://img.photobucket.com/albums/v517/VampireMouse/underworld01.jpg on another image, using Photoshop CS? I'm meaning the skin color, the overall painted look of the image and the bluish color of the clothes and the city below. Thanks for any help. =)
