Pinwheel effect.

I'm having trouble getting this effect to go smoothly when going continuously (if that makes any sense). I know how to do the pinwheel effect in AS3 and I know how to loop it so it goes continuously but when I try to do it like that icon I end up with this <any suggestions on how I can keep it going? I did look in the memories and found one on this effect but it wasnt the question I'm asking(or maybe I didn't look hard enough!)Thank you for any help!
