Turning Photos Into Comics

Okay, I had seen three tutorials awhile ago for doing that, and I've found two of them again, but I can't find the one I want. The one I'm looking for had used a picture of Emma Watson at the cast announcement for the first Harry Potter movie. Does anyone know where I can find this?
