what did I just do..

I looked through the memories and couldn't find what I'm looking for..

I have paint shop pro 7, and just recently I'm not able to paste new layers or even create a new layer etc. The option isn't even available to paste it now, it isn't in bold like it should be. What can I do to fix this?
