Question about scans

I want to make icons of a particular subject, but the majority of the pics I found online are magazine scans.

So my question is this...what do you do to get rid of that grainy look? I use- unsharpen mask, the burn and the blur tool....but I think I'm missing something.

I use PSP 9 btw.
