Sakura blossoms?

Is there a tutorial somewhere to get this falling blossoms effect like in this icon?

I looked around and couldn't find anything on it... I have the actual gif of the blossoms, I just don't know how to put it all together. Any help would be great! I use PSP9 and AS, btw. ^_^
