in PSP7 - Very simple!
1. Take black and white image and crop into 100x100 this is your base
2. Sharpen base once
3. Duplicate base and set to Overlay at 40%
4. Add this gradient
by ? and set to Multiply at 100%
5. Next add this layer
and set to Burn at 100%
6. Then add this light texture
by 
awmp and set it to Darken at 100%
7. Now its just a bit dark for my liking so I merge all layers and set it on top to Screen at 25%
8. Then I add a text brush in white bychouchoune and your done.
