Need help translating a tutorial ^^;;

I've been trying to learn the pixelation effect, but I've been having troubles translating this: http://www.tutorialized.com/tutorial/Pixel-Effect/7788 tutorial to Photoshop 8. Help is greatly appreciated. =/
