Yea!!! Ok, so we will be going from this:
to this: 
1. Here is your starting picture:
Paste it into a 100 x 100 pixel canvas. There will be some empty space. Set it to 83% opacity.
2. Go to Microsft word and type in some stuff. It can be anything, but if peopole are going to be able to see it, make sure it is related to your icon. For example, here is what I used:

3. Now, make the text layer be the first layer, by just switching the picture and the text so that the text is underneath, and set to 100% opacity.
This is what you should have so far:
4. okie-doke. Now, select the layer with conchitas image on it. Select the paintbrush, and use a brush with these specs: 0% hardness, 27 pixels in diameter, 25% spacing. Then, this color:
Red: 50
Blue: 131
Green: 176
Use this brush to create a border around the picture so it fills in the area not filled by the image, but also gives it an airbrush look.

Ta-da! you get:
