First I took the above picture and cropped it. Then I painted over the left side with white like this:
Next I duplicated the base and set the copy to soft light.
Then I made a gradient with the color F26C4F and set the angle to -4. So its half F26C4F and half transparent. Set to 'softlight'.
Next I made another gradient with the colors 00AEEF and F26C4F and set the angle to 153. Set to 'overlay'.
Now take this texture made by:
i_consent found here and set it to screen.
Duplicate the base and drag the new copy to the top and set to 'overlay' and both opacity and fill on 55%.
After that add the text, I set the opacity on 60% so it would look faded. The set that came from is here.
Finally use a border brush found here, made by
killertofu.
