PS7 Tutorial
Made it PS7.

We are starting with this picture:

First, before cropping, sharpen the picture once. Next I used the dodge tool (shift O, the icon looks like a black lolly pop) on the white parts in her eyes. Then I did it on the lighter parts of her lips with the exposure on 40%.
Then I used the sharpen tool (shift R) on her eyes, and the silver band on her neck. Also use the blur tool on her face and neck, avoiding the eyes and lips (be careful on the nose).
Now you crop it, though with this picture you only have to resize it.

Duplicate your base twice.
On the first duplicated layer go to image-adjustments-desaturate. Set the opacity to 65%.

On the second layer go to filter-blur-gaussian blur. Set radius to 87.1. Set to 'soft light'.

Now with this part I'm not sure if everyone will be able to do it. With my program I got several default brush sets. The name of the one I used was 'Assorted Brushes'. And I used the two brushes underlined. I'm just not sure if everyone else got the same thing.

On a new layer, put both the small and big one on in a dark sliver/grey like 8E8E8E, then with the sharpen tool (shift R) go over it several times until its nice and shiney.

Now you put the text brush on. You can find the set I made here (I do want credit).
Lastly you put on a border. Make a new layer. Go to select - all (or ctrl a) then go to modify - border, choose width 1 px. Then go to edit - fill, in the first drop down box choose black. And thats it I believe.

I'd like to see what everyone else comes up with.
