Photoshop tutorial done in PS7 but could be translated. Basic knowledge of the programme is required.
Ok, crop your image to 100x100. Play about with your adjustments until your picture looks striking in colour. If your picture is a little blurry, feel free to sharpen.
Step 1:
Duplicate your image once. Desaturate it and set the opacity to 'Soft light'. Then merge your layer down.
Step 2:
Create a new layer. Here we are going to enhance the eyes. Select a brush of 5px and use this colour #319243. Zoom in on your picture and cover the coloured part of the eye with this colour. When finished on both eyes, set your layer to 'overlay' and have the opacity on 80%. You can then merge this layer down.
Step 3:
Select the burn tool and a 3px or 5px brush. Zoom in and go over the lips until they stand out from the rest of the picture.

Step 4:
Add this texture and set it to 'overlay' 100%.

Step 5:
Add this texture and set it to 'colour burn' 75%.

Step 6:
Add this texture and set it to 'multiply' 100%.

Step 7:
Go back to your bottom layer and select the rectangular marquee tool. Select the area you would like to be highlighted. Copy and paste it. Drag the layer above all of your others. Desature it and set it to 'screen' 100%. You then need to stroke this layer with a white border. To do this, right click on the layer in the layers palette, 'blending options' and select 'stroke'. Set the colour to white and the size to 1px. Duplicate this layer MAKING SURE YOU DESELECT the stroke option on this layer. Once done, too add a nice glow, add a little grassian blur to this layer using a radius of 2.6 - This layer should then be set to 'soft light'.
Step 8:
Add this brush to where you think it suits your picture. Set it to darken.

Step 9:
Add this brush to where you think it suits your picture. Set it to darken.

You can then either add a border or leave it bare. Both suit the style.
I hope I explained myself ok. I have this habit of thinking that people know what I'm thinking. *Le sigh*.
Also, I can't remember where the two brushes are from, so if anybody can shout up, that would be great.
