Question: Animation IR 3 Scrolling Images

I spent an hour and a half going through both AS and IR memories to find
this type of effect but I just couldn't find it.
I was wondering if there's a tutorial I missed (I hope not and apologize if I did).
But I was wondering how to do icons such as this:

Credit: ___x3

I know if I learn this effect I can just put the framed box on it
so it looks like it's changing.
