PSP 9 Tutorial, basic knowledge required
I've written a tutorial for this icon:

A basic knowledge of PSP 9 is required. I'm sure it works in other programs.
1 | I filled a blank background layer with this blue gradient

2 | I created a new raster layer, picked a dark blue and applied this brush

from kissmypixels.com.
3 | Then I duplicated the gradient background layer and set the blend mode to "Burn", 78% opacity.
Make sure it's on top of the brush layer. You can change the opacity to your liking; the higher it is, the more vibrant the colours will be.
4 | I created another raster layer and applied a grungy brush from 1greeneye.net:

Colour white, Blend mode "Lighten", 74% opacity.
5 | Then I copied this texture

blimey_icons and pasted it as a new layer.
Blend mode "Hard Light", 84% opacity.
6 | Another raster layer, flood filled with this gradient

Blend mode "Burn", 100% opacity.
7 | I created a new raster layer, flood filled it with a dark blue (in this case #06164A) and set the blend mode to "Exclusion".
8 | Time to add text. I created a vector layer between the texture and the second gradient. Then I added "birds must fly", colour #F0EEEE, in a font called Anghand (from fontgarden).
Blend mode "Hard Light", 54% opacity.
Et voilà!

Variation
Some of the icons from this seaside batch have another layer with a subtle white brush (splatters, clouds, ...):

It adds a bit more depth to the icon. I think I left the blend mode at "Normal", but I recommend lowering the opacity.
