saving for web

Hi all-I have a problem! :(
So I surfed through the memories and didn't find anything. I'm using PS7 and my "Save For Web" option is unhighlighted..so I can't use it. I merge all my layers and click on file to save, but I can't use "save for web" Anyone have ideas why this is happening?
