I don't have any icons just yet,, but i was wondering what people prefer to make icons with. i want to make animated icons the most; and i was thinking about getting Adobe PhotoShop Elements. & i wasn't sure if you could make any animated pictures and/or icons with it. & i wanted to know what people prefer to use when making animated icons.
