Is there a pain-free way to create a dotted border around an icon in PSP9?

I mean, with all of it's advanced capabilities, it seems it should be an easy thing to do but there really doesn't seem to be an option for it, and there's no way I am drawing in hundreds of little dots manually.

Any secrets?
