TUTORIAL - PS7 but can be translated.
Hola amigo's! Little tutorial here.
Go from this:

Ok here we go. Try to chose an image thats quite close to the face and has good view of the eyes/eye.
I started off with this image. Crop it to 100x100. Go to Image -> Adjustments -> Brightness/Contrast. Change the brightness to +8 and contrast to +12.
Select your blur tool. Mode: Normal, Strength 30% and have the brush on 10px. Smooth the skin, avoiding the eyes, lips and hair depending on the image you have chosen. We'll deal with those sexy things later.
Once your done, your image should look pretty and smooth. Joy. So now, you need to select your 'Burn tool'. Range: Midtones, Exposure: 30% and select your brush to 9px. Continue to darken around the eyes/eyelid. Even darken the lips if you think it goes with your picture, again, if the image you have chosen shows the lips.
Mine looks like this at the moment:
Ok, now, duplicate your image and select it to 'Soft light'. Then go to Image -> Adjustments -> Desaturate.
Mine now looks like this:
By doing this, you may have lost some of your smoothness on the face, so if you feel your image needs it, go back to your 'blur tool' and do as you see fit.
Now create a new layer. Select a 5px brush and use this colour - #009DD9. Colour the pupil of the eye until it has even coverage.
Mine looks like this:
Then set your layer to 'Overlay'. Create a new layer, 'Select all' -> Edit -> Stroke. Colour: Black, Px: 1px. Then deselect.
You will then have a finished product which looks like this.:
You can then add any text or brushes to make it more detailed!
