DVDExpress - capping advice

OK, I have a program called "DVDExpress" that was already on a PC I was given last December. It appears to have the "camera" icon people refer to, but it's dark (aka, not activated), so I can't use it, or even find out for sure that's a capping button.

I've tried the "print screen" method as well... complete with turning down the video performance or whatever it's called (don't recall right this moment).

Does anyone know anything about this program?

I use Windows 98 and Photoshop 7.0, by the way, just for reference sake.
