Hello fellow icon makers. I'm new here, just joined. Seems like a wonderful community and I can't wait to try out some of these tutorials! Anways, I've got a question.

How would I get this effect?

I use PSP 7, 8, and 9 + Animation Shop 3. Annnnnd, PS 7.0 and dito with the Image Ready. :D

edit: Sorry I don't know who made the icon, I just found it somewhere on GreatestJournal so I can't ask the maker and that is why I came here. :D
