Question Please

Hello all! I have a question please. I am tryin to complete a tutorial which is in Photoshop. I am using PSP7. But it calls for Stroking an image. Since psp doesnt have this option..how can I get the outline effect?? someone suggested Eye Candys Glow..but my picture is semi transparent..so its not working so well.

Any help would be appreciated!
