I realize that it will probably be next to impossible, but I was wondering if there was a way to make the effect in the background of the example picture. The light blue mottled effect behind the Native American's arm...? (Where the text is, for better clarification...) The program I use to Photoshop 7.0.

Sorry. Crappy preview of the effect renders my question impossible to answer. I'll re-ask once I find a terrific cap.
