Using PSP8 on Kelly Monaco
going from this...
to this... 
1. crop (do not resize)
2. smooth the image if neccessary
3. duplicate the base and set to screen opacity 100%
4. select the freehand tool and outline the eye. create a new layer and flood fill it with desired color and set to burn opacity 100%. selections > select none. repeat on the other eye. layers > merge > merge all (flatten)
you should have this...
5. create a new layer. zoom in on the eyes and select paintbrush. set the size at 2. choose black as your color and line the eyes and color the eyelid carefully. now select the soften brush, size it at 2 and brush over the liner/eyeshadow one to two times.
you should have this...
6. create a new layer and select the freehand tool again. outline the lips and choose the color you want for the base. set it to overlay opacity 100%. create another new layer and flood fill it with black. set it at exclusion opacity 100%. once again create a new layer and flood fill it with #808080. set it to multiply opacity 50%. duplicate the last layer and set it to multiply opacity 50%. selections > select none.
7. merge all layers. select the soften brush and soften the edges of the lips. soften all exposed skin avoiding the eyes, lips, eyebrows and hair.

8. create a new layer and select the freehand tool. outline the hair and flood fill it with the color black. set to multiply opacity 60%. selections > select none. merge the layers and soften the edges. select the sharpen brush and sharpen all the hair.
you should have this...
9. select the lighten/darken brush and click the drop down menu. select the change to target brush. paint over any and all exposed skin. avoid eyes, lips and hair. make sure to color over the eyebrows.
you should have this...
10. create a new layer and flood fill it with this #2F4F4F. set it at exclusion opacity 50%. create another new layer and flood fill it with white. set it to burn opacity 100%. merge all layers.
you should have this...
11. select the A button and add your text.
11. resize 100 x 100 and merge all layers.
13. select the sharpen brush, sizing it to cover the whole eye then resize it to fit fully over the lips. sharpen the eyes and lips only once. adjust > sharpness > sharpen more.
and you have your finished product...
