I'm going from this...

I'm using PSP8
1. crop (do not resize yet)
2. smooth it over if neccessary
3. select your saturation up/down brush. paint over any exposed skin. make sure you're right clicking to get the black and white effect. avoid going over clothes, hair and any accessories.
you should have this...
4. switch to your sharpen brush and go over everything else, including eyes, lips and eyebrows.
you should have this...
5. create a new image big enough to fit your image in.
6. pick a color you want for the background. flood fill it.
7. on the new image...effects > texture effects > blinds. adjust the width to 2 and the opacity to 16
8. select your freehand selection tool and on the picture, cut out your person and paste them into the new image as a new layer. move them to the desired place.
9. crop it and merge all the layers.
you should have this...
10. select the paint brush and one of the small circle brushes sizing the brush to 7. use this color #CDBE70 and click once on each eye.
11. resize and select a picture frame.
and you have your finished product...
