using PSP8.Start off with your image, and crop/resize it down to 98x98.
Do whatever you must to get the image looking how you want. I have to clean up my image because it's a scan and it didn't have great quality.
So start with the image after you've cleaned it all up.
Make a new layer and take your free hand selection tool, making sure that the selection type is set to Point to point mode is set to Replace the Anti-alias is checked smoothing is set to 0 and feather is set to 0. You should be good to go now.
Now the next part is up to you, once you've clicked on the new layer, just trace and outline the person in the icon.
The only way you can get better at outlining is to pretty much practice, it takes a lot of time and patience to outline.
Now you'll end up having to closing the outline, and right click to close it.
Go to Selections>Modify>Select Selection Borders selecting Outside, Anti Alias, and the border width is up to you. The higher the number, the thicker the border. Im selecting a width of 5.
Now you select that color you want to have as the outline. I selected white.
Your image should look something like this:

Now iht ctrl+d to get rid of those lines.
Thats it.
