Only my third tut, so if I left anything out forgive me. I used PSCS, I think if you've got a good grasp on your program it should be easily translated

start out with this cap of Gale Harold from episode 506 of Queer as Folk by sarucaes

crop it, try to make the focus on his eyes, onna counta they're very pretty. resize to 100x100 pixels

auto contrast and sharpen twice

duplicate the base, set it to screen, duplicate the screen layer 2 more times. It's pixelly, we're gonna fix that next. Flatten or merge, whichever you prefer.

Duplicate the base and zoom in a bunch of times, take your handy blur tool, strength at about 30%, use a small brush unless you're very confident in your blurring skills, good for you, I'm not. Use your blur tool over his shirt, neck, and face. Be careful not to go over his eyes, mouth, or nostrils, I also avoid his cute little smile lines and the thoughtful wrinkles on his forehead...yes, I have a little crush, don't make fun. I left his hair alone, I kind of like it that way, you can go over it carefully if you like.

Duplicate the blurred layer, and get your sharpen tool, stay zoomed in or rezoom if you zoomed out to check your blurring. Again with a small brush, set the strength at 50%, and go over his eyes once or twice. If you're crazy like me, do a quick once over his lips.

Flatten or merge again, duplicate the base twice. Highlight the middle layer and go to filter>blur>motion blur, set the distance to 130, then (with the top layer visible), zoom in and take your eraser tool, once again, use a very small brush, and outline him. Once you've got a good outline, delete the top layer, take a bigger brush and erase all of the motion blur layer that covers his face.

Okay, you can either flatten now or don't. Fill a layer with F7D7B3 and set it to soft light, and another layer with A1BCDE set to color burn, and another layer with F7D7B3 set to color burn opacity 60%

and there ya go, we've gone from
