PSP7 - Alicia Witt
First go at this so I hope it's helpful to somebody. ;) I've been asked about brushes/textures/pre-made bases/etc, which is a bit mad since I've really only just started playing around with them myelf. It's all trial and error. And because I'm a silly dope I haven't saved a lot of them in layers, so I don't have a clue how I did it. XD
Anyway, this one's fairly simple. Alicia Witt! Or Ginny Weasley. PSP7.

From this picture:

Okay. #1. Crop your picture to 100x100.

#2. Duplicate. Set to screen, 50%.
= 
#3. A texture base by
colorfilter. Get it here - it's the first one in the middle row.
Set to darken, 100%. Erase a bit over her face so she doesn't look all blotchy.
= 
#4. Another texture base. Same downloaded set, the fourth along on the top row.
Same settings - darken, 100%. Erase over her face again.
= 
#5. Text! Black, Georgia, 5pt, kerning = 400. Set to overlay, 100%.
= 
#6. Barely readable. Duplicate the text layer. Set to normal, 25%.
= 
#7. Put a white border on.

All done!
