Glowing Eyes....Need Help

Hi. I've been using Paintshop Pro 9 for a while now. I just recently started making LJ icons. I was wondering how you would go about making the eye in the icon below glow or put an image in the eye like what shows up on the splash image when Paintshop loads up. Could someone show me how to do that?
