Light Texture Tutorial for PSP
Since the super awesome light texture tutorial posted earlier doesn't work in PSP, I came up with my own. We'll be making textures like these:

knowledge of PSP required. I used PSP9, pretty sure you can do it in PSP8, anything below that I have no idea.
First open a new image, black, 500x500 px is good. Now comes the fun stuff...
1. Go to Effects > Illumination Effects > Sunburst
I used the following settings: light spot: color #F1EF71, brightness 66, horizontal 21, vertical 62; rays: density 0, brightness 0; circles: brightness 100. After clicking okay, repeat this step using the same settings.
2. Repeat the above set, but adjust some of the settings. I used the same color, brightness 40, horizontal 76, vertical 88, everything else is the same. Repeat this as well using the same settings. You should have something like this:

3. Now duplicate your background layer and set it to "screen" for a brighter, friendlier light texture...or something. So now we have this:

4. Next we're going to distort the image. Start by going to Effects > Distortion Effects > Wave. You can use whatever settings float your boat, I used these: Horizontal: amplitude 3, wavelength 14; vertical: amplitude 25, wavelength 42; edge: repeat. That gives us this:

5. Now we're going to make it more circular. Go to Effects > Distortion Effects > Twirl. Again, use whatever settings you want, I happened to use this: angle: 321 (I think it looks better with less twirl than this, but whatever). Now our image looks like this:

6. Getting closer, I promise! Now to make it more like a light texture. Effects > Artistic Effects > Glowing Edges. I used intensity: 7, sharpness: 0

7. A little to sharp for me, so I go to Adjust > Blur > Gaussian Blur, 1.00 radius

That's better. Now the colors are kinda icky, so we're gonna fix that!
8. Create a new layer, set to "color". Flood fill it with the color/gradient of your choice. Lighter colors probably work better.
I used this gradient:

I lowered the opacity to 58%, you can adjust to your liking.

9. Merge the layers and crop away. YAY, WE'RE FINISHED!
