i've been looking around this community for a while & i just decided to post my first tutorial, so here it goes:

1. sharpen the image and resize the image to 97 x 97 so that you save room for the borders. (crop however you'd like).

2. Click Adjust > Hue & Saturation > Colorize. Hue should be set to 35, and Saturation should be set to 10.
3. Duplicate the layer > set it to Hard Light at 28%. Duplicate it again > set it to Lighten at 100%. (this step is optional, it looks good either way.)

4. Create a new Raster layer. Select a small round brush and fill in the eyes with a color of your choice. I used #03edd4. Set this layer to Color Legacy.

5. Click Layers > Merge > Merge All (Flatten)
6. Click the Selection Tool > Selection. I selected the eye. Copy & Paste this as a new image. Add a 2 point border. I used #03edd4 for the color of the border. Copy this again.

7. Paste as new layer, and move it to where it would be on her face.

8. Add a 1pt border to the whole thing in the same color (#03edd4).
